I bought an item, paid through Paypal, for the buyer protection it would offer. I get the item, which had been advertised with a return policy but, when I tried to contact the seller, they didn't return emails.
I wasn't happy with the quality and was only offered the "not as described" option through the Resolution Center.
They have decided for the seller, even though he has shown bad faith through non response.
What is with this? Why should I use this service at all?

You don't want facts, you want sympathy 😀
I have only told you how things work but thats not what you want to hear is it.
So next step is to start hurling abuse, how very puerile.
Paypal clearly states what options you have in their buyer protection /user agreement, if you choose not to READ it then you can't start moaning that there are not enough 'options' can you? 🤣
Advice is voluntary.
Kudos / Solution appreciated.

Paypal gives some buyer and some seller protection. However its not an insurance policy or a 100% coverall.
You need to read up on what is offered and then risk assess your own transactions.
If you file an item received but not as described dispute then to win it has to be 'significantly' other than as described.
You bought an item and received it and paypal does not get involved in the 'quality' of items.
That would be between you and the seller to sort out.

Because they don't offer any?
Even credit cards don't cover you for everything.

A resolution means a decision and thats exactly what they do, they make decisions on disputes.
They don't however guarantee that it will be in your favour.

A decision made without considering facts,
Stick up for them all you want... it's BS

Nope not sticking up for them, only giving you the facts.
The resolution centre is used by both buyer and seller so there is always some party going to yell 'unfair' when a dispute decision is made isn't there.

I don't care what you think about anything unfair. If one party offers returns and, refuses to respond to emails requesting that return, they show bad faith.
Paypal should offer more options than the few they do. I found the product cheap and not as described.
You can say you aren't supporting these clowns all you want.
Stop responding, no one needs your propaganda...
