What happens to funds in a banned account

Was having a discussion with a friend and this question came up: What happens to the money in an account Paypal has banned?

If no disputes are opened in 180 days then normally the account holder is allowed to withdraw any funds. That is as long as they are over 18, the account is in their legal name and registered in the country where they reside.

Sometimes they confiscate funds under this policy.

Paypal also may request further documentation from them before they can withdraw those funds.
