What happens if a buyer never responds to my dispute response?

I sometimes get a buyer that opens a dispute, and once i've sent a message back they never respond again. What happens after this? Does the dispute just remain open forever?

If the buyer doesn't close the dispute then it times out 20 days post opening.
Up till then they have the option to escalate to a claim for paypal to make a decision on it.
Advice is voluntary.
