What can you do about a closed case that was improperly closed?

I opened a dispute against a Chinese company that I ordered two Dachramps (Adjustable ramps for my Dachshunds). explained that the company kept telling me the items were on their way but could never say where the items were, just in the US. Finally I received a package from the company and it had 2 -trinket dog collars and 2 - floppy disc toys that could be chewed up and hurt my animals. I notified paypal that they had shipped the wrong items to me and they sided with the company because they had sent tracking listings that satisfied the deliver of my items. Nevermind that they weren't what I ordered or worth anywhere near what I was charged for the Dachramps!

I tried to submit another dispute but Palypal wouldn't accept it. How do I get satisfaction from this? and my money back?

Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code.
