What can we do when we’ve been scammed ?

I bought a product from someone and they requested I pay them in PayPal. Now my shipment Apparbtly is not coming and they have stopped replying to me. Am I just just out the money now ? How can I stop this person from doing it to someone else ?

If payment was a goods and services payment, dispute it by:

Locate payment transaction in your PayPal account activity, click it, then click "Report a problem" to file an Item Not Received (INR) dispute.

Whatever you do, do not report as unauthorized payment, that can get your claim denied, unless someone used your account without permission to pay.
