Welp here's a new one - "do not recognize transaction" is NOT an Unauthorized Transaction - What?!

Paypal never ceases to amaze me - after decades with them there's always something new and frustrating. So here's a new one:
Buyer files a chargeback for the reason "do not recognize transaction". Paypal states that there is no Seller Protection on this because it is not an "Unauthorized" dispute. So buyer gets to keep item, get refunded, and there is no recourse for the seller. Um, what?
In what world is "do not recognize transaction" NOT equal to an unauthorized transaction?! Has anyone else heard that ridiculous reasoning before?
