Weird, fake email?

Hi,

 

I've received an email addressed to my first and last name (just like the legit PayPayl emails) saying: 

Your account has been restored

We've verified your identity and lifted any limitations on your account. You're back on track.

Thank you for taking the time to help keep PayPal secure.

 

There's no link to click, I'm not asked to go to PayPal or anything suspicious... but I haven't received an email asking me to verify my identity (also checked spam - not there) or telling me my account was limited, so obviously I've not done anything to verify my ID. I've forwarded the email onto the phishing address, but should I be concerned? Is this just 100% fake or has someone actually attempted (or is currently attempting) to take over my PayPal account? Or is this possibly a genuine email but was sent due to a glitch in the system?
