The policy updates say "We are establishing a dispute fee and its terms and conditions for sellers"
But I can't find anywhere that details the new policy.

Same here...why on earth would you tell your customers a change is coming but not offer any details? No bank has EVER worked that way--whenever a change is made to a Visa or Mastercard account, the customer is given all the info at the same time.
