W-8BEN-E form Part 1 Section 5 Help please

HI!  Hope someone can help me.  I did a google and couldn't find this information.  We have a very small business in Australia (currently not even trading but our PayPal account has been put on hold) and sometimes take payment through PayPal and so have been asked to fill in this form.  Just struggling with what to answer - Nonparticipating FFI or a Participating FFI? We don't sell in to the USA.  Any assistance would be appreciated?  Thanks.  Sarah, Sydney, Australia

Hi, did you get an answer?  My problem is being told to complete Chapter 4 status but no categories match my situation.
