I created a PayPal account but I've never used it, few months ago I tried to change address and add a payment method, I was using a VPN. I did the same procedure several times but it did not work, so I kept my Algerian address. The results is that my account is blocked/restricted and when I try to close it I receive a message saying "I'm not allowed to use PayPal any more, I have to wait 180 days before getting my sold back" even if I don't have on. Would you please help?
