Victim of fraud

Hey all maybe someone here can help? We recently tried to purchase a vacuum online, we say that it had a PayPal account and though well it has to be safe because it has a way to pay through paypal and they check their websites. Boy were we wrong we are out 300 bucks. The vacuum never showed up and was “mailed” to the wrong address. We were given a tracking number but the tracking number did not tell us where is was being delivered too so we assumed because we put our address in on the PayPal side that it was going to our address when it never showed we tried contacting the “seller” who only had a google voice phone number we learned and nothing else. Now the website is shut down due to fraud and PayPal is denying our claim because they gave a tracking numbers. Which is bull crap because yes we had a tracking number but no address to go with it. Is there anything we can do? We think PayPal is only denying us because they also know the website has been shut down and there is no way for them to get the money back and so they will have to pay us back. Pay pal has really let me down guys 😞

Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code.
OR
have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.
It's: https://www.facebook.com/PayPal and @AskPayPal for Twitter.
