I ordered a "large outdoor nativity scene" 39" high for $54

After 4 weeks I received  cardboard set about 8" high, that I would not pay $2 for at the Dollar store.

When I try to report the problem on PayPal I get an error message every time.  

I see on this site that these people are scammers and that PayPal is not being helpful.  Does anyone have any advice?
