Verification taking forever

I was asked to provide information to prove my identity when I wanted to transfer money to Paypal.  I submitted my SSN and a recent photo ID to Paypal back in January.  It has been three months and my account is still not authenticated.  I thought this process would take a couple of days or no more than a week.  I have already sent messages to Paypal several times about this problem only for nothing to be done.  My SSN was verified quickly but my photo ID still says "Submitted for review."  Was I completely forgotten in the list of accounts that Paypal needs to verify?  The wait time is becoming insane.  I have been unable to use my account since January 10th that are not automatic payments.  When will my account be verified and this ridiculous wait time end?

Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code.
