Vendor sending empty envelopes to generate a dummy tracking number to beat the system

This site had a great offer on a electric bicyle and there was paypal payment option. This vendor turned out to be a scammer. My experience below
1) seeing an ad ordered a Electric cycle from this vendor - eovo-outdoor.com
2) Within minutes i received a "your item shipped" email
3) NO tracking details were provided
4) i raised a dispute with Paypal and asked for my refund
5) All of a sudden there was "Your order cancelled" email from vendor
6) next day via paypal i received the tracking number - which turned out to be a empty envelope instead of a Electric cycle
Please do not fall for these scammers. Paypal please block these scammers. They are clearly using the loopholes in the process. I thought paypal is always safe. I need to be more careful
