Vendor is trying to refund me and paypal is denying the claim

Hello Community, I recently filed a dispute that paypal denied. However the vendor who made the charge agrees with me and has put through a refund.  Paypal is not accepting the refund. I've called several times to paypal and they keep hanging up. Please advise

Refunds are automatically issued when the vendor sends it.
