Vendor Providing incorrect product

Hello PPC,
I have an issue where a vendor has shipped an item to me that is not what was purchased and is clearly of considerable less value than what was purchased. PayPal has closed my dispute as the vendor could prove that delivery has taken place. The website that the purchase was made on is gone and the phone number that PayPal itself has to contact the vendor does not work.
How do I get all this information into PayPal as they have already closed it twice on me and clearly it is not resolved.

There was some confusion as originally the complaint was that it hadn't arrived and both the website and phone number were no longer in use (which raises some flags). Now PayPal has modified it to say 'Item not as described'. It seems to be trending in the right direction, but I was surprised that PayPal would confuse their facts.
