Vendor Not Having Active Falses Email And Address

I reported a dispute to Paypal less than 15 days after a purchase. I informed them that the vendors address and email were not active. I was directed to file a dispute. Paypal denied the dispute. I have still not received the item so I tried again to contact PayPal. Again the denied the dispute, informing me that the case was closed... What am I suppose to do?????
