Using a letter as Proof of Address

Can I use a letter from the Department of Justice Motor Vehicle Department work for a proof of address? I don't have a utilities bill or a driver's license.

These documents must be dated within the last 3 months to be considered acceptable:

• Current utility bill dated within the last 3 months
• Bank, credit card, or financial statement
• Cell phone bill
