Unsatisfactory PayPal Service

I order a product on the 28 December 2018 and never received I have continually asked the seller for a tracking number the number they eventually gave me was not recognised so I contacted PayPal. After a long investigation PayPal have said they have received proof of shipment from the seller so they found the case in favour of the seller. The seller has sent me an email saying they are giving me a refund on the 8 March I have told PayPal this and sent them copy emails and also ask them to provide me with copies of proof of shipment but never received any proof. Pay Pal have said the case is closed in favour of the seller. I have asked for a senior manager to contact me to no avail. What can I do next as PayPal are not acting in my best interest.
