Unresolved Transaction Issues

I started trying resolve my transaction issue 7 hours ago here on PayPal today but to no avail. I spoke with an agent briefly and he could not find my case # and after I told him the #, he then transferred me to "another agent" and while I was on hold for 40+ minutes I was then cut off. I also was able to do live chat messaging and the live agent on the PayPal side ended the conversation without fixing the problem. I am currently typing this as I am on hold now for 9+ minutes... 

My account was never debited and I received the item through online purchase only to return it as it was the wrong item. this cost me $23 as it was shipped back to Shanghai, China from U.S.A. for a "full 100% refund" of which I was never charged , lol. 12 minutes and counting....

According to activity - no activities yet.

According to Resolution center - no open cases, even though I have an email from PayPal with the case ID # LOL

Going on 15 minutes waiting to speak with live person...

If you're unable to locate the claim in your registered PayPal account's Resolution Center, that would typically mean that the transaction was processed via PayPal's guest checkout.  I recommend contacting our customer service teams for further assistance if you're still seeing this issue on your end.
