Unreasonable Cancellation Fee

This hasn't happened yet, but I'm anticipating a problems soon.  ( It's not Ebay, but an HK based webstore )  

Some months ago I paid a pre-order deposit of 20%.  Months later I've cancelled the order.  I haven't received a response yet.  However I've seen that there's a CANCELLATION FEE of 15%.  Now, nowhere on their site do they say their pre-order deposit was non-refundable.  If they charge the cancellation fee 

on TOP of the pre-order deposit, I'll be out 35% of the price........for absolutely NOTHING.  There is no freaking way that is fair.  

 

What's the worst this seller can do to me & what are my options if I don't want to pay anymore?  Do I open up a dispute?

If there's a cancellation fee, I'd thought the deposit was refundable, just minus 15% off it.

You can open up an Item Not Received dispute, explain what the situation is and attempt to resolve it with the seller, otherwise escalate to PayPal to decide. You can also escalate right away for PayPal to step in asap to review your explanation and meditate between parties.
