I had an eBay buyer who opened a case nearly 4 months after buying a second hand car radio, saying it was 'damaged'.
I explained that my t&cs are 30 days (hence the reason he'd opened a case via PayPal instead of eBay).
PayPal ruled in the buyers favour.
PayPal also want an additional £12 from me for a dispute fee
If I try and appeal, I get
We’re sorry, you can’t file a case on this type of transaction.
Can anyone tell me where I can actually speak to someone about this?

Go to Help, bottom of page go to contact us. There you should see a call us button which will give you a PH# and code to call them.

If you were charged the £12 fee then it was not a paypal dispute but a chargeback done via the buyers credit card company as they must have funded their paypal payment that way.
In that case its the card issuer that makes all the decisions and all paypal can do is forward any information to the card issuer for you on your behalf.
Phoning paypal will not change the issue if it was a chargeback.
Advice is voluntary.
