There is a charge for a automotive service, to be delivered in Florida (across the country from me) that I did not authorized, but, when I tried to file a dispute with paypal, it said I couldn't for this type of transaction. Can someone explain why that is the case and how I can actually talk to someone from paypal whether is email or call? Thanks for the answer in advance.
