I received an email after work from PayPal telling me I was being charged for £98 for a company I haven’t even heard of, and when I attempted to solve this in the resolution centre it said I am unable to complete my request.

Welcome to our Community Forums. I'm sorry you've had issues reporting unauthorized activity through our Resolution Center. If you reach out to our Customer Support, they should be able to help file that case for you.
You can reach Customer Support by clicking Contact at the bottom of the PayPal website. They're also available through Twitter direct message or Facebook instant message.
