Unable to withdraw money after 180 days

Hello, I'm unable to widthraw my money from paypal to mpesa even after receiving an email from paypal that my money is eligible for withdrawal after 180 days. Kindly assisst me. It's been 4 days now. All I get is an error that my money haven't been captured everything I try to withdraw. I'm from Kenya
