Unable to withdraw fund

My PayPal account was permanently limited and my funds was held for 180 days. Now 180 days is over. Yet when I tried to withdraw am unableven.

There are added options only in Kenya of using the services of M-PESA or Equity Bank to transfer funds out of a PayPal account. If unable to get those to work, customer service assistance would be needed.
