Unable to use PayPal as a payment method

I am currently unable to use PayPal as a payment method... ie : Pay for eBay shipping... I believe I missed an email asking me to confirm my identity by Jan 27 and now I'm locked out of used PayPal as a payment method.  It now takes the shipping charge out of my checking account where it used to come out of my PayPal account.
