Unable to start "Insignificantly not as described" dispute.

Looking for help please. We has an open dispute on an item that had nor arrived after one month. It eventually arrived earlier today so we closed the case.

However, upon opening the parcel the items contained within were absolutely not what we ordered and are insignificantly not as described. We now cannot open another dispute in regards to this item, there is no option to do so?

How can we create a dispute on something that was previously under dispute and closed. Or can someone please give us a phone number to speak to an actual person rather than attempt to contact PayPal by message or through their automated call systems as we are getting nowhere going around in circles as it does not accept anything that we need to do.

Why would you close a case BEFORE checking the items first?

If you had you could have changed the dispute from non receipt TO not as described.

You are only allowed 1 dispute per transaction so the only way you can get a second dispute opened is to contact Paypal (when and if you can) and see if they will open a second dispute for you.
They may decline citing policies but if you say you made a mistake then they might open a second dispute for you.

If not then if you funded your paypal payment via a credit card then consider contacting your card issuer and see if they will help you with a chargeback?
