Unable to return item because of lack of information from seller. Cannot get refund.

I bought an article from china which when it arrived was very different from what was advertised. I opened a claim. The seller said he would refund if the article was returned. To complete the paperwork for the carrier one of the items required without which the carrier would not accept it was the telephone number of the seller. I asked the seller for the phone number, he has not supplied it. The claim terminates in two days, I have found no option to contact PayPal, the automated phone line was of no use.

Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages...
1. Paypal phones are slowly re-opening and increasing in numbers (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.

4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
