Unable to receive refund

Hello, can somebody give me advice on following issue please. I ordered mobile sim card in August 2020, but never activated it and misplaced. I contacted the seller in March 2021 to request to close my account an issue refund as I never used the sim card. After having checked, seller agreed to close account and issue refund but said that they are unable to process the refund because of eBay refund timeframe of 6 months. I opened the case in Resolution centre choosing Charged for cancelled recurring payment, but eBay rejected the case saying I didn't cancel billing agreement before the transaction took place. I believe my claim explanation was not clear and appealed the case. Not sure I will succeed, that is why asking fo any advice for action I can take in such circumstances. Thanks in advance.
