Unable to receive money from others

From last 3 month quora.com tried to send me money but paypal Is not accepting. I am able to send money on paypal but when my friends and quora tried to send me money, it said 'your recipient can't allowed to accept payment due to verification requirements' to my friend. What type of verification, still i dont know and paypal team is not telling. Due to which from last 3 month I have not received any money from quora and don't know when will receive. This payment gateway is very unconventional over others. Please help me to receive.
