Unable to open dispute

I have two fraudulent charges on my paypal balance but it says i cant comple request to file a dispute via my paypal, unsure how to proceed?

Locate the payment transaction in your PayPal account activity, click it, then click "Report a problem" to file an Unauthorized Payment dispute.

But before you do, make sure the transactions are not part of a back up payment on debit or bank payment to a PayPal balance payment. Back up payments could be identified as PayPal INST XFER. Match up payments according to date and adding the totals together. I see people post here report as Unauthorized to PayPal and PayPal denies them and this could possible be why, they get denied.
