Unable to get refund upon non-delivery of order

Ordered item on 6July. Non- delivery of item. No tracking provided. Wrote to seller but was blocked. Contacted PayPal for a refund on 7August. On 28 August PayPal replied to deny my case as seller claimed that item was delivered and provided shipment tracking (which I did not get). Large parcels are normally handled in person and I would have to sign for it. Where is the proof from the seller? Why should PayPal take the word of the seller against mine without such proof?
