Hello, I made a mistake when transferring money through PayPal, and the other party agrees to refund. Started a dispute for a refund. Other party sent me the funds (balance is 0). Have not received my money, and am stuck. Someone who can see into inner workings please tell me are my money lost or are they stuck somewhere?
