Unable to Upload photo document for address verification / security

I have been prompted to upload a photo document which shows that my address on a paper document is the same as that shown as part of my Paypal account.  I have added the document to the proper space but when I try to submit it, the "submit" button isn't activated and doesn't allow me to upload said document.

Make sure the document size meets what PayPal will allow you to upload.

Be warned - if the file you upload, when you can, is too blurry or something you'll get a notice that it needs to be replaced. But PP won't provide a link where you can do it ANY PLACE IN YOUR ACCOUNT! I've been waiting for weeks to upload a new a  Photo ID image. I've contacted PP several times via email (no chat options provided). No help or replies. No link. Just a notice that I need to upload a new file. On the page where I SHOULD have the link it just says "under review" and that I'll be contacted in 2-3 days. Good luck.
