Unable to Contact the Dispute Center

How do I contact the dispute center if I find more information on my case? They provided a tracking number that clearly shows my product was returned to the seller and it appears that the dispute center had never looked at the tracking information. I screen shotted it so I can send it to them. Can anyone tell me how to get to them?
