Unable to Contact the Dispute Center

How do I contact the dispute center if I find more information on my case?  They provided a tracking number that clearly shows my product was returned to the seller and it appears that the dispute center had never looked at the tracking information.  I screen shotted it so I can send it to them.  Can anyone tell me how to get to them?

I'm sorry to hear about the trouble you've experienced with your dispute. You can contact Customer Support on Twitter by sending DM to @AskPayPal or a PM on Facebook by going to facebook.com/PayPal. Support may also be reached by clicking 'Contact' at the bottom of any PayPal webpage.
