Un fair decision in claim

Hello so I made a payment to someone and he made me to confirm receipt so he can receive money faster, after 21 days he sent me wrong products and PayPal gave the claim win to him. So is there anything I can do or have I lost my money on waste?

Update: Good news, I contacted a PayPal agent and he opened a appeal for me and then I provided ton of information and I eventually won.
