Locate the payment transaction in account activity, click it, then click "Report a problem" to file Item Not Received dispute.

Sorry to hear of your issue. You can open a dispute with PayPal and we will help you. A step by step guide is available on the website ( help section at bottom of page) or you can read the section here Item not received.
