UNAUTHORISED ACATIVITY & LIMITATION

Hello i have 4 unauthorised activities in total 2249$ and i have account limitation due to - i guess- these fraud activities.

so right now  i can not "report a problem" and can not remove bank details due to limitation. the guy put new email adress to my paypal account.

i changed the password. i put 2fa now which is too late i know. 

i couldnt get in touch with paypal. where should i send an email? what should i do?
