Trying to appeal but no appeal button available and customer service not replying

I've been a clear victim of a fraud , where a seller has accepted my money and sent me a completely different low value item instead of the one I ordered.

PayPal have taken the side of the crook and denied my claim, as that way they earn more than if I get a refund..!  They have told me I can appeal via the resolution centre but the promised appeal button isn't showing against my case,

Despite chasing PayPal customer services all week they still haven't replied and my deadline to appeal expires tomorrow.

Can anyone help me with guidance on how I can appeal without an appeal button being provided..?

Pay pal will always take the sellers side when the "package was delivered." There is no way to prove what was in, or not in the package. A seller can send an empty package if they want. You're out of luck.
