Try to send e-mail to PayPal and open a close case

I find it stressful to try open a close case that should still have the time to open, plus sending e-mail to them for help.
I send e-mail to seller on laser **bleep** that did not arrive. I now watched a video happy the Laser **bleep** was not put in a letter box, just letters and only letters removed over the whole day from video footage. All I am after is the laser **bleep**. The seller and NZ post need to sort it out. With PayPal to over see it. I should be able to click on closed case within the time frame and keep going, hard to know if PayPal is closing you off. Why did you close the case in the first place?
You are only allowed x1 dispute per transaction.
