Trouble with changing a case

I have opened up a case via PayPal and the seller as they did not offer me a refund. I open the case up as ‘I have not received an item’ they are willing to refund me but I have to change the case to ‘I received an item but it is not as described’ but It won’t let me.. what do I do?
