Tried to dispute charge but went through bank was that wrong?

I paid for something and never received the item then I contacted seller she emailed back and said it was refunded but I never saw money in account. I asked when will I see it and she didn’t say anything so I tried to dispute through PayPal and I didn’t see an option so I did it with my bank. Was that the wrong way to do it?
