Transaction stuck in limbo

My wife attempted to send money to someone who lives in Germany. I thought this was fraudulent activity so I reported an issue. They immediately closed the dispute saying there was nothing wrong with the transaction so I could not have the money back, which I thought was fine because I realized it was my wife.  The issue is now that they closed the dispute I no longer have the option to close the dispute myself and there is still a warning message saying there is an open dispute.

 

So neither I nor the recipient has access to the funds.... only PayPal does. 

 

I have been messaging them for over 16 hours to receive one generic response from someone who did not even look into the issue. Is there a phone number for this massive company? because its absolutely ridiculous that they have my money in their system and there is no one able to resolve this for me in less than 24 hours???? RIDICULOUS!
