To which email address of the main office can I send a complaint about the Russian office? At first, my money was on hold, after I sent all the necessary documents, the hold was lifted, but my account was blocked for 180 days. I tried to clarify the situation and the problems, but I was ignored for almost a month.

 

During the retention period and after a month, I did not have a single complaint from clients from whom I received payments. I want to stop working with paper and get my money back.

Paypal does not allow account holders under the age of 18.

PayPal asks for a birth date when you register so whilst you can make a PayPal account with false information the account will need to be verified to accept funds into your balance or lift any limits.

As you would be unable to verify your account it would be permanently locked for further use.
Minors can’t enter legal contracts so you may not have any recourse to get your money back until you were 18, unless customer services allow you to transfer the funds to a parents account?

You would never be able to use that illegally opened underage account again but once 18 Paypal may allow you to do a withdrawal of funds from that account.

OR they may allow you to open a new account and transfer the funds across for you. The latter option is not guaranteed as you have already broken their rules once but you should get one of those options.



If you have been told your Paypal account has been permanently limited then Paypal tends to hold any funds for 180 days. This is the same time frame that buyers have to open Paypal disputes.

If no disputes are opened in 180 days then normally you are allowed to withdraw the funds. That is as long as you are over 18, the account is in your legal name and registered in the country where you reside.

Sometimes they confiscate funds under this policy.

Paypal also may request further documentation from you before you can withdraw those funds.

1. Paypal phones are slowly re-opening and increasing in numbers (you can use the guest option if you can't log in).

3. You can send them a message, during business hours you may also be able to message whilst logged out.
