Time to Solve Dispute

I bought an item back in March; never delivered and the supplier never responded to my emails until I logged a dispute with paypal; more weeks trying to get a refund, so I escalated the case on May 14th.

Every Monday I log to Paypal to check the status, and every week the resolution date is increased, originally was May 29th; now is July 14th (two months after escalating to Paypal).

According to the help from Paypal, in most cases the resolution time is 10-14 days, or a month; now I have almost reached the two month milestone.

I tried to get more information on the chat, but after hours waiting I only got some generic answers.

Can someone give me a guide on how long it would take to actually solve a dispute?
