Think I'm being scammed - I'm not sure what I can do

I purchased the item in question back in March. It took three months to arrive from France to Australia, at which point I had opened a dispute and agreed with the seller that if it did arrive before the case decision it could be returned. The item arrived and my case was closed. I returned the item to the seller. It was delivered and signed for by the seller four weeks ago. After not receiving any communication from the seller I emailed to check when I should expect my refund. They said they were away on vacation but would process the refund when they returned (01/09/20). Again nothing from the seller. I have emailed again and have now been told that the refund cannot be processed because the item is now damaged. I cannot raise a dispute in the resolution centre as the item has already been subject to one. What options do I have left? I'm losing hope... Any help is massively appreciated, thanks.
