The 'Resolution Centre' page is not showing, asking, or requiring anything for me to be able to fix the issue?!

I am basically stuck without any possibility to resolve the "problem" if ever there was even any. 

It has now been a month and I cannot contact anyone even thru the "Message Center". I sent numerous messages without any response from anyone.

Can someone please help me with this?
