The seller not collect the return items, how the buyer receive the refund

Hi

I sent out a returned item to seller for a refund.

Now the parcel was at seller's nearest post office, he did received the note from the post office to collect it ( via the tracking information).

however, he didn't collect it for more than 3 days. 

How to push the seller to collect the item, can paypal process my refund now, because there is nothing i can do on my side.

The case was opened for more than 1 month, wish to receive the refund soon.
