The seller misled with the return address.

Is seems very strange that PayPal closed my Case ID: PP-XXXXX
I got after 69 days of waiting for two damaged motors. I paid 87USD on 30/03/2020 for them.

The seller on the eBay page includes information that the buyers will get a new product and not damaged.
I informed the seller about the issue and tried to return Stepper Motors.
The seller did not provide his address when I asked him via the eBay platform. I have a PDF conversation.
I shipped Motors to the seller's address exactly how the seller wrote on the PayPal platform, even though it was in Chinese.
I paid for that shipment 28USD and I have post-office bill and picture.

Nobody tried to help me to get my money back.
It looks like the seller misled with the return address.
PayPal closed my Case because items did not arrive seller's address.
PayPal customer service always busy. I tried numerous times to catch them via Tel.

Does someone know what can I do next?

Did you open a paypal dispute?

Did you escalate it to a claim?

Did paypal find in your favour?

Did you ship back to the paypal address that paypal would have given you?

Do you have trackable proof of delivery of the item back to the seller?

Did you add the tracking number to the dispute?

From which i presume paypal did not find in your favour or they would not have closed the case OR you did not provide a tracking number quickly enough and so the claim was closed?

The seller did not respond to my messages on the PayPal resolution center.
I wrote to PayPal if they need more information I can immediately upload it.
Nobody asked from the PayPal side. I uploaded the tracking number with the bill. I described what happened.
Several times I called them but nothing worked they do not answer.
The message I got from PayPal: The outcome of the case was not in your favor.
